Bishop Charles E. Carroll

Bishop Charles E. Carroll was born in Baltimore, Maryland, on January 28, 1966. His parents are Charles L. Carroll and Betty Ann Weekly. He received his education in the Anne Arundel County School. After graduating from high school, he attended Frostburg State University from 1984 to 1986. But when he came home, he realized he was still missing something from his life.


One day while spending time with his family, God sent Elder Raymond Gerald to share the gospel of Jesus Christ, and the rest is history. Bishop Carroll developed an unquenchable zeal for God.

Bishop Charles E. Carroll Bishop Charles E. Carroll is a living testimony of “unto whomsoever much is given, of him shall be much required.” {Luke 12:48 KJV} As a humble servant of the Lord, who has been gifted with insightful wisdom, exceptional leadership abilities, and an undeniable fount of love; the Lord has used him mightily in His service – within the church, in the business world and globally. Bishop Charles E. Carroll was born in Baltimore, Maryland, on January 28, 1966 to the late Charles L. Carroll and Betty Ann Weekly. He received his education through Anne Arundel County Public Schools.


After graduating from Annapolis High School, he attended Frostburg State University from 1984-1986. Upon returning home from college, Bishop Carroll realized that there was something missing in his life. One day while spending time with his family, God sent Elder Raymond Gerald to share the gospel of Jesus Christ; and the rest is history. Bishop Carroll developed and unquenchable zeal for God. Shortly thereafter, he began attending Lighthouse Apostolic Church under the leadership of the late Bishop William Gerald, and gave his life to the Lord. BishopElect Carroll was baptized in Jesus name on October 2, 1991; and he later received the gift of the Holy Ghost.


While continuing to grow in the Lord, Bishop Carroll met Evangelist-Elect Darlene Carroll, and they were united in a Holy Union in September 1996. They were blessed to have four children: Keynah Nicole Carroll, (the late Charles E. Carroll Jr.), Jairus Carroll, Malik Carroll; and one grandson Aerion Carroll. In 1996, Bishop Carroll was led to help another ministry under the leadership of Pastor Ellis Houston, the founder of Greater Morning Star Pentecostal Church #3. Under Pastor Houston’s leadership, Bishop Carroll served for several years and was responsible for overseeing the Ministerial Staff, Youth Department President, Sunday School Superintendent and Outreach Coordinator.


Bishop Carroll's humble heart and willingness to serve, allowed God to use him in a mighty way. He soon realized that he had a calling on his life and desired to preach the gospel to anyone who would listen. In 2001, Bishop Carroll was ordained to the Office of Elder at the Bible Way Churches of Our Lord Jesus Church; under the leadership of Apostle Huie L. Rogers. Bishop Carroll furthered his education by enrolling in the Apostolic Christian College through the Way of the Cross Church in Washington, DC, under the presiding Bishop Alphonzo Brooks; where he graduated in May 2001. Later in 2001, after serving 5 years in a ministerial capacity while serving faithfully and diligently under the leadership of Pastor Ellis Houston; Bishop Charles E. Carroll received a message from the Lord instructing him to step out on faith and start a new ministry. It was that message from the Lord that led to the establishment of the New Creations Deliverance Ministries, Inc.


New Creations Deliverance Ministries has been going strong since its first service in Annapolis Maryland in September 2001. The initial services were held in Deacon Joseph and Missionary Irene Simms basement. Realizing the basement would no longer suffice as a worship center, New Creations Deliverance Ministries moved to the Eastport Recreational Facility, where they served the community for two years. Structural problems with the building resulted in New Creations being relocated to Obery Court Recreational Facility. While located within the Obery Community, New Creations Deliverance Ministries was responsible for the Community Christmas Dinners and Clothes for the Needy Program; as well as many other charitable events. Because of the favor of God, the membership at New Creations Deliverance Ministries, grew beyond the capacity of the Obery Court Recreational Facility. This led to Bishop Carroll taking a leap of faith and relocating the church to Glen Burnie, Maryland, later relocating the church back to Annapolis, Maryland at the Mills-Parole Elementary School, and then later to the Morris H. Blum Senior Apartments; and now to its current home at 1840 Margaret Ave. Suite C Annapolis, Maryland. In 2008, Bishop Carroll became a member of Faith Covenant International Ministries in Baltimore Maryland; under the leadership of Bishop Roan S. Faulkner.


Bishop Carroll served as Ministerial Assistant to Bishop Faulkner where he helped oversee the churches in the Island of Jamaica West indies. On October 22, 2015, Bishop Carroll established Transformation Deliverance Worship Centre, Ltd.; located in Tower Isle St. Mary, Jamaica West Indies. The church has been doing well and many souls have come to know Jesus through this ministry. Bishop Charles E. Carroll has been a Pastor for over 15 years and is the founding Pastor of New Creations Deliverance Ministries of Annapolis, MD. and Transformation Deliverance Worship Centre in Jamaica West Indies. Bishop Carroll serves as a community activist in the City of Annapolis Maryland; and he has led many anti-violence campaigns to help stop the senseless violence and killings in his city. As a Bishop, his vision is to plant churches in the United States and aboard. His approach to ministry is God first, Family second and Church third. He believes that the greatest call in life is to be a servant leader. Bishop Carroll is known in his community and the Kingdom as one who loves the Lord with all his heart, mind, body and soul. One of his favorite slogans is “Don’t judge me by my words; let my actions speak for me.”
